个人背景：就是属于硬伤比较多的那种
非全奖，研一退学，而且是从ee转到地理，读地理信息系统，虽然个人认为这个专业很有前景，国内也真的很

有市场，但是谁信啊？要在求学目的上解释的确是很不容易的。如果有谁能够分析一下，觉得可能对很多人都

有帮助的。如果glassboy也看到了，也请帮忙可以提提意见，好帮助我二签哪？

前面那位被拒的自费生没有及时走，vo给我签证收据居然被她拿走了，
glassboy对她说: this is the receipt for Ms.***, not for you
me: yes., thank you
我一站到那个台子前，好像连招呼也没有来得及打，他就直入正题
glassboy: you are studying in **** University as master student?(gb好像不想多说废话，直接就落到我转专业

和退学的解释上了，看来对我的ds表信息已经很清楚了)
me: yes
glassboy: then what is your research area?
me: my current major?
glassboy: yes.
me: communication and information system.
glassboy: so you want to go to study Geography in university of ****, why?

有个很大的问题就是i-20上写的是地理，而不是我要读的地理信息系统, 纯地理在国内外都不算什么赚钱的专

业，但是地理信息系统就不一样了...）me: i will specialize in the geographic information system(gis), it is a more prospective field in China than

my current study, communication information system (很明显，光这么说两句怎么站得住脚，他肯定不满意我

的答案，但是他好像很想在1，2句内就要得到答案....我原来准备得是说不少人是读ee和cs然后转行做地理信

息系统的，如果我有了ee的bachalor, 再接受一下gis的硕士教育，那我回来就有很大的竞争力，但是放在没有

专业方向的解释基础上，会不会显得很牵强)

me:i think it is the best time for me to study GIS now.(心理已经有点乱了,就光顾着解释，以前准备得那些东西

me:(开始有点语无伦次) the job market is competitive. I think it is .....(我有一种冲动说在这样一个破学校，读

一个不喜欢的专业，还是个硕士简直就是浪费青春，不过终究只是说地理信息系统市场需要人才，所以我要去

读，才有竞争力，)
glassboy: what is your plan after graduation?
me: i will pursue a GIS technician professional in China...(居然说不下去了平时很流利的英语话现在简直却显

得很蹩脚，我知道这个时候拒签已成定局，从前面的回答根本无法看出我毕业之后回国的市场有多大，后面的

资金问题是一个必然结果了)
glassboy:不说话，在电脑上打字.

me:the university offer me most of the fee and the rest of the fee is supported by my parents.(州立学校，学

校给了生活费，保险和免州外学费，我补上州内学费，一年5000dollars,这个在上海家庭来说稀疏平常，但是

他对此还是很认真)
glassboy: from your parents saving?
glassboy: are your parents working or retiring?
me: they are still working
glassboy:what are they doing?
me: my mother****, salary 30,000 per year, my father*** salary 40,000 peryear. (上海普通家庭收入)
glassboy: how long will you study there?
me: 30 months.(其实最后一年都是毕设，不用学费，只要生活费了，所以10，000dollas 够了)
glassboy: then you should prepare 15,000 dollars. how much will they support you?
me: about 10,000 dollars, would you like to see the bank statement and the deposit?
glassboy: yes.
(他看着那个存款证明，钱都是最近才存的，我知道他肯定会问我那个时间，我看着他，心想快给我盖个章吧

，我就走了，不要在钱问题上纠缠了)
glassboy: why this record
me: since they sold a house last year.(我示意张售房合同和议张买房合同)
glassboy: have you any receipt of paying the tax?(果然不信合同，要看发票)
me: yes,(给他发票)
glassboy: so the house is sold last year, then where is the money during last year till May? have you any

certificate? (就是这段时间钞票怎么不放在银行里？)
me: since my parents want to buy a new house, they withdrawed it from the account temporily.(本来要用现

在的房子和钱去买新房子的，所以为了付学费，房子不买了)
glassboy: (指着那个发票上的数额)this is 220,000 yuan, your accountant has 100,000 yuan, then where is

the rest of the money?
me: there are 4 people owning this house, my mother own the most amount of it, and the rest is divided by

the other people.(不知道那些钱是不是太少了点)
glassboy: where are your parents living now?
me: (我以为他说父母和谁住)what?
glassboy: where are they live now, in Shanghai?
me: yes, they live in shanghai.
glassboy: haveyou the certificate of the house? 房产证
me: yes, here you are。
glassboy: have your parents have other saving?
me: yes, they are small amount, so i do not bring them.(只有一个2,000dollars的活期存折，就没有带，)
glassboy: i am sorry, i do not believe your parents have the amount of the money to support your study

there(不知道是不相信那个钱的来源还是觉得家里钱不够)
me: any advice?有点难受，随便问了
glassboy: bring the certificate.....
me: thank you all the way...

分析：
此申请者被拒签，因为他的出国必要性，归国计划和资产方面都存在很大的问题。今天主要说明出国必要性，归国计划的方面。1．申请者要读的是地理信息系统，可是I-20上写的却是地理，这是一个很大的问题。应该在签证之前和校方协商，解决好这个问题，最好能让对方学校修改I-20表。因为I-20是官方的录取通知书，签证官只会认可这个官方材料，而不是你的解释。因此，在这个问题上和签证官解释，是不会起什么作用的。
2．对自己要学的专业地理信息系统的认识非常贫乏。说明申请者根本就不了解这个专业，当然不可能解释清楚为什么由communication information system转为geographic information system。其实通过网上搜索，可以了解很多地理信息系统的知识。例如，我国经常有洪水灾害，不能很好的预警和处理，从而造成重大灾害。如果有先进的地理信息系统，就可以预先知道洪水即将发生，从而采取有效措施。这个就是地理信息系统的应用之一。当然，还有很多其他方面的应用。这样，就能把抽象的专业变成易于理解的事例。同时，还可以说明，你在communication information system学到的知识可以有效充分的用在geographic information system当中，为今后的学习奠定坚实的基础。因为二者都是属于information system的领域，而申请者认为后者更有前途（具体事例证明），所以，才转专业。这样，就可以把为什么转专业说清楚。类似think it is the best time for me to study GIS now这些完全是无效的回答，没有任何实质内容，只可能导致签证官的进一步追问和反感。
3．归国计划。正因为申请者对专业知道的很少，也就提不出什么归国计划。这个问题和出国的必要性是紧密联系在一起的。为什么学这个专业都说不清楚，这个问题肯定还是说不清楚。如果清楚地理信息系统对洪水预警，矿藏勘探，城市规划都有很重要的作用，那么提出一个具体，符合实际的归国计划就不困难了。
4．资金。申请者的资金实际上存在问题，不过其实问题并不是非常严重。我认为，如果前面的问题申请者回答的很好的话，很可能签证官在资金问题上就不会难为他。可惜他前面的问题回答的太糟糕了。他的资金如果算起来可以说勉强够。但是，有一个问题申请者没处理好。have your parents have other saving? me: yes, they are small amount。
这个回答很糟糕。如果你几乎把家里的钱都花光了，签证官会相信你回来吗？这里，应该表现的很自信，说明钱不是什么问题。家里有坚实的经济实力来支持申请者读书。
5．总之，申请者在签证考察的三个大层面上都有很多问题。出国必要性和归国计划问题最多，至于资金，说够也够，说不够还真是有点不够，这种情况，如果申请者前面问题回答的好，或者表现的再自信一点，应该是可以被签证官认可的。
